DescriptionUnder the direction of the assigned manager, the Director of Health and Wellness provides planning, organization, leadership, and direction for the delivery of health services to students across the District.SUPERVISION RECEIVED AND EXERCISED:Receives general administrative direction from the Vice President of Services or designee.Provides direct supervision to assigned professional, technical support as well as other administrative support staff, as assignedResponsibilities and DutiesDirects and oversees clinical practice according to Health Services, College policies and procedures, and provides for the quality of care provided in the student health services program.Performs a variety of professional nursing activities including the screening, assessment and treatment of ill or injured students as described by the Nursing Practice Act and Standards of Practice for Nurse Practitioners; monitor and assure nursing care complies with established health standards.Screen and evaluate medical conditions; examine students and identify illnesses, injuries and medical emergencies; provide treatment and administer first aid and emergency medical care as necessary; coordinate response to emergency situations; document all evaluations; maintains patient confidentiality.Trains, supervises, and evaluates assigned classified employees which include coordinating the services of independent health care professionals.Maintains a secure, accessible system of confidential medical records in accordance with applicable standards of practice and state and Federal laws.Initiates and updates as necessary appropriate contractual agreements related to the operation of District Student Health Services.Ensures required current licensure for professional staff and services.Conducts periodic needs assessment and participates with members of the college community in planning Student Health Services programs to respond to identified needs; designs and implements new need-based programs, and monitors existing programs for applicability, safety and effectiveness.Ensures an appropriate inventory of medical supplies, equipment, and medications, including appropriate procurement, storage, security, and maintenance of inventory.Establishes, reviews, and appropriately revises administrative, clinical and operational policies, procedures and protocols for Student Health Services.Directs the preparation and management of the Student Health Services budget consistent with the District's goals, policies and mission.Serves as liaison with the community, health care professionals and agencies for the purposes of offering services, making effective referrals and coordinating health care resources.Coordinates with other campus departments in meeting the health needs of the campus community, including such services as mandated immunizations, health status and disability assessment.Presents health awareness information throughout the District.Plan, develop, and implement innovative programs in order to provide a rich and supportive student-learning environment.Assist in grant and resource development, management, and reporting processes.Recommend and implement program policies and procedures in compliance with college/district policies and procedures, state/national accrediting/approving agencies and local healthcare facilities rules and regulations; interpret department policies and objectives to other college departments.Develops standard procedures and protocols consistent with the California Nursing Practice Act and the Center for Disease Control.Represent the college at public functions and/or in the community. Assist in the promotion and marketing of the District Health Services. Maintain close liaison and harmonious relationships with area hospitals, related health care facilities, and educational and public agencies to foster strong working relationships.Serves as a liaison between the District and Community Medical Centers to ensure that the Memorandum of Understanding is updated and current for each cycle of partnership.Serves as a member of the Student Services Leadership Team.Coordinates the provision of emergency medical response on campus.Perform related duties and responsibilities as assigned.QualificationsKnowledge of:The goals of shared governance; principles and practices of administrative organization and management.Planning, supervising and evaluating the work of others.Applicable federal, state, local, rules and regulations related to health care services, and familiarization with collective bargaining agreements.Regulations, licensing processes and requirements of the California Board of Registered Nursing, Board of Vocational Nursing and Psychiatric Technicians, and Department of Health Services.Current and emerging issues in nursing and health care.The grant proposals and process. Ability to:Use organizational skills that enable performance of duties in a timely fashion with attention to detail; effectively communicate orally and in writing;Manage financial resources effectively including determining how best to utilize resources and managing budgets and expenditures.Use technology including typical office software applications, and student information and financial systems.Work effectively with managers, faculty and staff in a shared governance environment to accomplish the goals and objectives of the District.Exercise good judgment.Develop and implement grant-funded projects.Promote collaboration among the college, nursing and health science department, and community health care services.Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.EDUCATION AND EXPERIENCE:Education:Master's Degree in Nursing and California Public Health Nurse Certificate or Bachelor's degree in Nursing, a California Public Health Nurse Certificate, and a Master's in Health Education, Sociology, Psychology, Counseling, Health Care Administration, Public Health or Community Health.Experience:Five (5) years of experience in supervising, or leadership in a healthcare profession (including school nurses), which includes two (2) years' experience supervising healthcare professionals and other staff.OTHER CERTIFICATIONS, LICENSES, OR SPECIAL REQUIREMENTS: .Valid California Registered Nurse License AND a California Public Health Nurse Certificate.Current (or ability to obtain within the first 60 days of employment) Certification in cardiopulmonary resuscitation (CPR) and first aid by a recognized professional organization.The incumbent may be required to work evenings (including attending board meetings) and other irregular hours including weekends and holidays.WORKING CONDITIONS:Physical Demands:None.Work Environment:Clinical or medical lab environment.Hazards:Potential exposure to chemicals and biohazardous materials.Supplemental InformationNote: Candidates who previously applied for this position during the initial posting period will remain under consideration and do not need to reapply.San Joaquin Delta College offers its employees a comprehensive fringe benefit package that includes health insurance, dental insurance, vision care, life insurance, and long-term disability.
